Guffar Harahap medanguffar@gmail.com Ami Nullah Marlis Tanjung Aminullahmarlis@umnaw.ac.id
Productive zakat has significant potential as an instrument for the economic empowerment of mustahik; however, the provision of business capital does not always lead to sustainable economic self-reliance. The research gap lies in the limited number of studies that explain, in an integrated manner, how productive zakat, capacity building, mentoring, enterprise development, and institutional support contribute to the economic transformation of mustahik toward self-reliance. This study aims to reconstruct a productive zakat-based empowerment model to promote sustainable economic self-reliance among mustahik at LAZISMU Kota Medan. The study employs a qualitative exploratory approach to identify existing empowerment practices, economic transformation processes, supporting and constraining factors, and the relationships among empowerment components. The analysis focuses on changes in productive capacity, business and financial management, income, business continuity, the ability to meet basic needs, and dependence on external assistance. The findings indicate that the effectiveness of productive zakat is determined not only by the distribution of capital but also by capacity building, continuous mentoring, enterprise development, monitoring, evaluation, and institutional support. The study produces an integrated reconstructed empowerment model that positions economic self-reliance as the primary outcome, reflected in increased and stable income, business continuity, enhanced productive capacity, improved financial management, and reduced dependence on external assistance. The model is expected to provide a foundation for strengthening LAZISMU Kota Medan’s productive zakat programs to make them more targeted, measurable, and sustainable
2026-09-30T00:00:00+07:00 Hak Cipta (c) 2026 Aswin Fahmi, M. This study examines how the Village Government Work Plan (RKPDes) is prepared in Karya Maju Village, Tanjung Pura Sub-district, Langkat Regency, using the values of Maqasid al-Shariah, specifically the five essentials (al-kulliyat al-khamsah), as its analytical lens. A descriptive qualitative design was applied. Data were gathered through non-participant observation, in-depth interviews, and document review. The informants were the village head (Anwar), the village secretary (Eliana Balkis), The informants were the village head (Anwar), the village secretary (Eliana Balkis), the deputy head of the Village Consultative Body (Hartono), the head of Neighborhood Unit (RT) 03 (Suntoro), and a religious leader (Surahman).

The findings show that the preparation of the RKPDes follows Minister of Home Affairs Regulation No. 114 of 2014 and reflects six principles: participation, transparency, selectivity, accountability, empowerment, and sustainability. Viewed through Maqasid al-Shariah, the village programs address all five essentials. Protection of religion (hifz al-din) is supported through the Mosque Youth Association (IRM) and regular wirid gatherings. Protection of life (hifz al-nafs) is reflected in basic health services and sanitation. Protection of intellect (hifz al-aql) appears in early childhood education and literacy support. Protection of lineage (hifz al-nasab) is pursued through youth development and the Karang Taruna. Protection of wealth (hifz al-mal) is addressed through the village-owned enterprise (BUMDes), notably its trade kiosks, and through local economic empowerment. The main challenges are limited human-resource capacity among village institution managers, uneven community attendance at deliberations, and a restricted budget ceiling.
2026-09-30T00:00:00+07:00 Hak Cipta (c) 2026 Dinda Syalshabila, Khairani Sakdiah
